BACKGROUND:
One of the statutory functions of a Community Redevelopment Agency (CRA) is to undertake activities that facilitate the redevelopment and improvement of properties. Incentive programs encouraging private investment in properties have proven successful in carrying out this redevelopment function.
The CRA residential grant programs encourage homeowners to make improvements that enhance the CRA, increase safety, and reverse deteriorating trends in specific neighborhoods. Preserving and expanding the supply of appropriately maintained housing is crucial in improving affordability while reducing conditions of blight.
Each property owner can submit one application per fiscal year. The maximum grant that can be awarded is $20,000, covering up to 75 percent of the project costs. Refer to the attached grant framework for a list of eligible improvements.

FINDINGS AND CONCLUSIONS:
• The property located at 1705 NW 16th Court, is within the West Ocala Community Redevelopment Area and is eligible for CRA assistance.
• The applicant was awarded a CRA grant in October 2024. The Applicant successfully completed the reroofing, window replacement, and installation of a HVAC system. The final project cost totaled $29,775.50, the applicant was reimbursed for $20,000.
• Proposed improvements replacement of exterior doors to improve security and energy efficiency; installation of fencing to enhance site safety; landscaping improvements to improve curb appeal; exterior painting to address weathering and deterioration and further enhance curb appeal; and termite treatment to remediate existing issues and protect the structural integrity of the building.
• During the site visit on December 29, 2025, the Grant Review Committee (GRC) discussed the grant application and reviewed the proposed project with the property owner. Mrs. Antonnette Hunt represented the Advisory Committee at this meeting.
• Staff recommend approval of the grant based on a review of the information presented.
