BACKGROUND:
The City of Ocala implemented a video-based fleet safety program in 2017, which was fully deployed to all City vehicles, excluding those of the Ocala Police Department. The Lytx Driver Safety Program utilizes dashboard-mounted event recorders that capture 12-second video clips triggered by specific events, including hard braking, speeding, or collisions. Lytx analysts review the footage to identify unsafe driving behaviors (e.g., distracted driving, following too closely, non-use of seatbelts), allowing supervisors to coach and correct unsafe practices proactively.
Lytx has developed advanced video telematics technology designed to enhance driver safety, improve fleet performance, and facilitate operational oversight. The latest SF400 event recorder offers enhanced video resolution, dual wide-angle lenses, night vision capability, increased data storage, and integrated machine vision and artificial intelligence (MV+AI) features. The upgraded platform supports several premium safety and compliance features, including fatigue detection, dynamic weather risk scoring, facial recognition driver identification, and consent management tools that enable compliance with emerging privacy regulations.
FINDINGS AND CONCLUSIONS:
The City’s existing Master Purchase Agreement with Lytx, Inc. (Contract No. HUM/210121) is active through September 30, 2026, and currently covers 488 in-cab camera units. Of these, 41 vehicles are equipped with the newer SF400 models. To maintain full compatibility with Lytx’s evolving AI-driven platform and access to future feature updates, the remaining 447 units must be upgraded from SF300 models to SF400 devices.
Lytx’s 2025 product roadmap includes significant enhancements that will only be available on the SF400 platform, including:
• Facial recognition and consent management
• High-quality video with expanded storage options
• Fatigue detection and dynamic weather risk scoring
• Enhanced coaching dashboards and safety recognition tools
• Driver self-coaching mobile application
Lytx has confirmed that new tariff rates will take effect on December 1, 2025, resulting in increased per-unit costs for equipment orders placed after that date.
Staff recommends approval of the renewal and upgrade before that deadline to preserve the quoted rate of $34.50 per unit per month, as detailed in the November 6, 2025, renewal quote. The renewal term will expire on February 28, 2031.
FISCAL IMPACT:
The five-year renewal continues service for 488 vehicles at a rate of $34.50 per unit per month, inclusive of the Driver Safety Program, Fleet Tracking, High-Quality Video, and Facial Recognition with Consent Management. The total annual expenditure is approximately $202,032, with a cumulative total of $1,010,160 over the five years. This represents an increase of roughly $148,742 compared to the prior five-year contract total of $861,417.60, reflecting the addition of safety, compliance, and AI-driven capabilities. Funding will be allocated through departmental operating budgets in accordance with approved procurement procedures.
