BACKGROUND:

The Ocala Electric Utilities department uses cable pullers to install and replace electrical infrastructure throughout the City’s service area.  The department's current puller, a 2002 Sherman Reilly S-785T cable reel trailer (Unit #22-384), has experienced failure of its cable reel tensioners, and the cost of repair exceeds the unit’s value.

 

FINDINGS AND CONCLUSIONS:

Staff recommends purchasing a new four-drum puller/tensioner trailer. The Altec trailer-mounted TS20-4P cable puller is designed to handle four cable conductors individually, providing a line torque of 2,000 pounds and supporting a cable capacity of up to 8,000 feet.  This equipment enhances productivity by allowing crews to deploy multiple cable reels simultaneously, minimizing setup time and optimizing efficiency during electric cable installation and maintenance.

As a political subdivision of the State of Florida, the City of Ocala qualifies as an eligible user of Sourcewell cooperative purchasing agreements to procure commodities and services.  The Altec trailer-mounted TS20-4P cable puller will be purchased utilizing Sourcewell Agreement No. 110421-ALT with Altec.  These commodities were competitively solicited by Sourcewell, a Minnesota agency and service cooperative, and the solicitation documents have been evaluated and determined by the City’s Procurement and Contracting Department to be cost-effective and to afford best value.

The purchase will be made through Altec, Inc., using Sourcewell Contract No. 110421-ALT, for a total cost of $164,643.

 

 

Staff recommends approval.

 

FISCAL IMPACT:

Funding for this purchase is allocated in account 457-032-602-531-66-64010 - Electric Machinery & Equipment.

These goods were procured in compliance with the City’s procurement policy.
