BACKGROUND:

On September 20, 2022, City Council approved the Agreement for Continuing Professional Engineering Services, Contract No. ENG/220323 (the “Master Services Agreement”), with DRMP, Inc. (DRMP) with an initial expenditure threshold of $150,000. The initial contract term expires on September 30, 2025.

 

Under the Master Services Agreement, all work, allocated staff hours, and appropriate staff classifications are assigned by individual task work orders (TWOs) negotiated and approved between the City and DRMP, subject to the terms and conditions of the Master Services Agreement. Negotiated Task Work Orders are required to be signed by the head of the utilizing department, the Procurement & Contracting Officer, and the appropriate executive leader (City Manager or City Council). Task Work Orders exceeding $50,000 in value are calendared for City Council agenda for final approval. No engineering services are approved without budgeted allocations.

 

FINDINGS AND CONCLUSIONS:

The City of Ocala has a proposed signalization project at State Road 40 and SW/NW 46th Avenue that will be constructed as part of the SW/NW 44th Avenue Extension.

 

The Engineering Department will utilize the Master Services Agreement to assist in overseeing the construction and testing of the proposed signalization project.  More specifically, under Task Work Order No. 2 DRMP will provide professional engineering services to assist the City in administrative/inspection services and material testing for the project at a unit price cost of $151,608.75. 

Thereafter, the Engineering Department anticipates that an additional $150,000 will be required to cover current and future TWOs through the expiration of the initial term. 

 

FISCAL IMPACT:

Funding is available in account string 109-020-386-541-69-65010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

The Master Service Agreement governing this Task Work Order was reviewed and approved for form and legality by former City Attorney, Robert W. Batsel, Jr.
