BACKGROUND:
The project consists of engineering design work to update construction plans, specifications, cost estimates, and permit documents for roadway improvements on NE Eighth Avenue from SR 40 to SR 492 (NE 14th Street). Roadway improvements include buffered bicycle lanes, wider sidewalks, raised medians, landscaping, and roundabouts at NE Second Street, NE Third Street, NE Sixth Street, and NE Ninth Street.
On February 14, 2019, Task Work Order No. 16 was issued to Kimley-Horn and Associates, Inc. (Kimley-Horn) to develop a final design concept plan for the NE Eighth Avenue Roadway Improvement project in the amount of $29,227.86.
On August 20, 2019, Task Work Order No. 22 was issued to Kimley-Horn to prepare construction plans and permit documents for the NE Eighth Avenue Roadway Improvement project in the amount of $184,850.94. Construction plans and permit documents were completed and approved by the Florida Department of Transportation (FDOT) in 2022.
The Engineering Department contacted Kimley-Horn to request a proposal to update construction plans, specifications, cost estimates, and permit documents for the NE Eighth Avenue Roadway Improvement project. Services are being provided under the Agreement for Continuing Professional Engineering Services - Citywide (Contract No.: ENG/210895) approved by City Council on September 20, 2022, and amended on August 19, 2025.
FINDINGS AND CONCLUSIONS:
Construction of the NE Eighth Avenue Roadway Improvement project is federally funded through the FDOT’s Local Agency Program (LAP) in Fiscal Year 2026-27, which begins July 01, 2026. This project is expected to cost at least $6,300,000 (2025 estimate), with FDOT funding up to $4,000,000.
The Florida Department of Transportation (FDOT) is requesting that design plans, specifications, construction estimates, and permit documents be updated to meet current standards and ensure compliance with Federal requirements as part of the LAP Agreement for construction funding.
The primary objective of this task work order (TWO) is to update the construction plans, specifications, construction estimates, and permit documents to current standards; coordinate with impacted utility agency owners; update the design variation document; update construction cost estimates; complete proprietary product certifications; and prepare a construction duration estimate.
