BACKGROUND:

This is a proposed single-family residential subdivision consisting of 97 lots, six tracts, and .54 miles of road on 25.99 acres.

The developers are Priscilla Investments, LLC, and VCASASJ&E, Inc.

The plan was prepared by C & A Survey, Inc. and submitted by Miles Christian Anderson Consulting Engineers, Inc.

The property's current zoning is Planned Development (PD).

Key Points:

§                     Setbacks:                      front - 23 feet

                                          side - 5 feet (side street 10 feet)

                                          rear - 20 feet

§                     The lots will be a minimum of 40-feet wide with a minimum lot area of 4,500 square feet.

§                     The right-of-way is 50 feet with sidewalks proposed on both sides.

§                     A homeowners’ association will maintain internal roads and drainage systems.

§                     Potable water and sanitary sewer systems will be publicly maintained. Buffers are required wherever development abuts a less intensive use, in accordance with the approved PD.

§                     Additional rights-of-way of 15 feet for NE 35th Street and five feet for NE 19th Avenue will be dedicated by plat.

FINDINGS AND CONCLUSIONS:

                     Conceptual subdivision plan is designed in accordance with the approved PD Plan and Standards Book.

                     Conceptual Plan approval is required prior to approval of improvement plans.

                     A traffic statement was submitted with the PD plan and did not require a full traffic impact analysis.

                     The conceptual subdivision plan (Case No. SUB25-0006) was recommended for approval by the Planning and Zoning Commission on January 12, 2026.

Staff recommends approval of the conceptual subdivision plan.

FISCAL IMPACT:

The potable water and sanitary sewer systems will be publicly maintained following the standard one-year maintenance period.
