BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Local Housing Assistance Plan (LHAP) approved by the Florida Housing Finance Corporation, includes rehabilitation of owner-occupied housing for income-qualified applicants. On or about February 4, 2022, the City’s Community Development Services Department received a request from, a very low-income household for housing rehabilitation. Evaluation of the home located on NW 20th CT, revealed active roof leaks and ceiling damage from the leaks. The carport required engineered drawings to complete that part of the rehabilitation. It was also determined that the HVAC system and water heater needed replacing, attic insulation is needed, the hall bath needs remodeling to make it ADA compliant, the electrical system needs to be upgraded, and the home needs interior and exterior painting.
FINDINGS AND CONCLUSIONS:
On August 7, 2024, the City’s issued Invitation to Bid (ITB) No. CDS/220808. On August 26, 2024, said bid closed with three (3) responders. Quality Plus Reconstruction, LLC of Orlando, Florida, was found to be the lowest responsive bidder with a bid of $116,880.
The project will be funded by the City’s State Housing Initiative Program (SHIP). Staff recommends approval.
