BACKGROUND:

 

Ocala Electric Utility (OEU) routinely purchases electric meters and holds them in inventory until needed for new construction or replacement.  These meters are an ongoing operational expense that ensure accurate measurement of electricity sold to residential and commercial customers. Over the past five years, OEU has purchased an average of 2,600 electric meters annually to support operations. These associated expenditures will be recouped over time through the customer service charge.

 

On November 9, 2022, the City released its Request for Information No. 230038, Sole Source Posting (“SSP”) No. SSP-195, for Honeywell electrical meters. The sole source was posted for 15 business days as required by section 120.57(3), Florida Statutes. Wesco Distribution, Inc. is the only authorized distributor of Honeywell electrical meters for the state of Florida. These meters are proprietary Honeywell products and the only meters that communicate with the advanced metering infrastructure (AMI) data collection software.

 

FINDINGS AND CONCLUSIONS:

 

Due to planned development within OEU service territory, staff anticipates new electric service connections will be provided to approximately 3,000 homes. Additionally, 800 electric meters will be required to replace units currently lacking remote communication technology, and 1,200 electric meters are projected for routine exchanges.

 

Staff recommends approval of the purchase of 5,000 electric meters from Wesco Distribution, Inc., at an average cost of $200, for an estimated total expenditure not to exceed $1,000,000.

 

FISCAL IMPACT:

 

Inventory items are accounted for using account #457-141-000-000-41-14100.

These goods were procured in compliance with the City’s Procurement Policy.
