BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Local Housing Assistance Plan (LHAP) is approved by the Florida Housing Finance Corporation and includes rehabilitation of owner-occupied housing for income-qualified applicants. Evaluation of the home located on SW 2nd Street, revealed active roof leaks and ceiling damage from the leaks. There is a need to replace the HVAC system and upgrade the insulation. The main electrical service has severe deterioration and is recommended for upgrades.  Plumbing repairs, kitchen cabinets, bathroom remodel, exterior repair and repaint are also recommended with a termite treatment. All repairs will address health and safety needs for the homeowner.

FINDINGS AND CONCLUSIONS:

This rehabilitation project is for a qualified low-income person. Costs for this project were solicited using the City’s procurement process and in accordance with grant and program guidelines.

On November 30, 2021 an invitation to bid, ITB#CDS/210988, was solicited for rehabilitation of the home. The bid closed on December 8, 2021 resulting in receipt of two bids. The bids were submitted by R & R Builders, LLC located in Ocala FL., for $54,884 and Central State Group Construction, Inc. located in Reddick, FL for $62,623.

This action is consistent with the City's LHAP. Under the SHIP program, the homeowner is required to sign a deferred 15-year mortgage.

FISCAL IMPACT:

Funding in the amount of $54,884 will come from SHIP account number 140-050-699-559-55-34010.

PROCUREMENT REVIEW:

The agreement has been reviewed and approved for compliance with the City's procurement policies.

LEGAL REVIEW: 

The contract will be reviewed and approved for form and legality by City Attorney, Robert W. Batsel, Jr.

ALTERNATIVE:

Council may accept staff's recommendation or provide further direction.
