BACKGROUND:

On Feb. 4, 2020, the City entered an interlocal agreement with Marion County to create the Ocala/Marion County Joint Office on Homelessness.  The City entered into a separate Memorandum of Understanding with FL-514 Ocala/Marion County Continuum of Care (CoC) Board for the City to assume the duties and responsibilities of the Homeless Management Information System (HMIS) and Coordinated Entry System.

 

 

FINDINGS AND CONCLUSIONS:

 

On August 29, 2023, via email, the City of Ocala’s CoC U.S. Department of Housing and Urban Development (HUD) representative indicated the HMIS 2021 grant had been fully processed, the budget line items had been appropriated in the HUD financial reporting system, and the grant award letter had been requested from HUD Headquarters. On September 22, 2023, the City of Ocala received the HMIS 2021 Grant Award Letter. This agenda item is to appropriate the 2021 HMIS Grant funding that will offset related expenses incurred in the 2023 Fiscal Year in managing the Marion County CoC’s Homeless Management Information System. Staff recommends approval.

BUDGET RESOLUTION 2024-106

 

A RESOLUTION AMENDING THE FISCAL YEAR 2022-23 BUDGET TO ACCEPT AND APPROPRIATE FUNDING FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE MARION COUNTY’S CONTINUUM OF CARE HOMELESS INFORMATION SYSTEM 2021 PROGRAM YEAR GRANT IN THE AMOUNT OF $83,491

 

 

WHEREAS, on Feb. 4, 2020, the City entered an interlocal agreement with Marion County to create the Ocala/Marion County Joint Office on Homelessness; and

WHEREAS, the City entered into a separate Memorandum of Understanding with FL-514 Ocala/Marion County Continuum of Care (CoC) Board for the City to assume the duties and responsibilities of the Homeless Management Information System (HMIS) and Coordinated Entry System; and

WHEREAS, the U.S. Department of Housing and Urban Development awarded the Ocala-Marion County CoC an HMIS grant in the amount of $83,491 to support the HMIS program; and

WHEREAS, the CoC must provide a 25% match to the grant in either in-kind services or cash; and;

WHEREAS, the City will use the Department of Children and Families Challenge grants as its matching funding.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2022-23 budget be amended as outlined below to appropriate funding as follows:
