BACKGROUND:
On March 9, 2021, the City of Ocala entered into an Agreement for Legal Services - Employment and Labor Law (Contract No. HUM/210096) with Allen, Norton & Blue, P.A. to provide legal counsel, representation, and advice on employment and labor matters, including collective bargaining, disciplinary appeals, and other labor-related litigation.
The Agreement was effective for an initial term of one year through March 1, 2022, and offered additional renewals upon the mutual consent of the parties. The agreement was subsequently extended for a three-year term through March 1, 2025.
The parties now desire to extend the Agreement for an additional three-year term through March 1, 2028, with an aggregate expenditure threshold of $150,000 for the renewal period.
FINDINGS AND CONCLUSIONS:
Renewing this Agreement will ensure the City maintains consistent, specialized legal representation to support ongoing labor relations, contract negotiations, grievance resolution, and employment-related compliance. Continuity of services through Allen, Norton & Blue, P.A., ensures institutional knowledge and efficiency in managing active and anticipated labor issues.
Staff recommends approval.
FISCAL IMPACT:
Total expenditures under this amendment shall not exceed $150,000 for the period March 2, 2025 - March 1, 2028. Funding is budgeted in 001-015-015-513-51-31020.
PROCUREMENT REVIEW:
The amendment has been reviewed and approved for compliance with the City’s Procurement Policy.
LEGAL REVIEW:
The Third Amendment will be reviewed and approved as to form and legality by City Attorney William E. Sexton.
