BACKGROUND:

On May 6, 2025, the City Council approved a grant from the Florida Department of Transportation (FDOT) to fund the design and construction of concrete pads for a fuel farm expansion, aircraft wash rack, and operations vehicle parking area at the Ocala Airport:

 

1.                     Fuel Tank Containment Pad
This component involves designing and constructing a concrete containment pad to accommodate future fuel tanks at the airport. The new concrete pad will mirror the design of the existing fuel tank containment area. Expanding fuel capacity is essential to support the airport’s growing general aviation operations. All infrastructure related to the fuel tanks (e.g., piping, electrical systems, and connections to fueling equipment) will be handled under a separate contract managed by Sheltair Aviation.

2.                     Aircraft Wash Rack
The wash rack will be specifically designed to accommodate larger aircraft, such as the Pilatus PC-12, and will feature a concrete pad to support the equipment. The system will include an oil/water separator to ensure proper wastewater management and environmental compliance. This component enhances the airport’s aircraft maintenance capabilities by providing a dedicated facility for cleaning, improving both aesthetics and functionality for aviation businesses and private aircraft owners.

3.                     Operations/Maintenance Parking Pad
A new concrete parking pad will be constructed to accommodate four airport operations and maintenance trucks. Currently, these vehicles are parked on dirt or grass. Paving this area will help organize vehicle parking, reduce debris and dust on the airfield, and ensure that maintenance staff and equipment are readily available to address operational needs or emergencies.

 

 

The FDOT is increasing its participation in this project because the engineer’s estimate (at 100 percent design) exceeds the total funding available. 

 

FINDINGS AND CONCLUSIONS:

                     Maintenance of the fuel farm remains under the management of Sheltair Aviation,

                     Storm Resilience and Disaster Preparedness: Expanding the fuel farm area enhances the airport's storm resilience and disaster preparedness. Based on current storage capacity and 2024 sales volume, the airport has 11.28 days of Jet-A fuel and 21.74 days of AVGAS available. Expanding the fuel tank pad and increasing Jet-A capacity by 12,000 gallons will increase Jet-A fuel availability to 15.25 days, further improving the airport’s operational readiness.

                     Airport staff is working closely with the city engineer to ensure that the project complies with local regulations, standards, and permitting requirements.

                     The project aligns with the long-term goals outlined in the Airport Master Plan.

                     McFarland Johnson, Inc. is the consultant responsible for the design work, operating under an existing general consulting agreement (AIR/220118), dated July 20, 2022.

                     Staff recommends approval.

RESOLUTION 2026-14

 

A RESOLUTION TO ACCEPT A SUPPLEMENTAL PUBLIC TRANSPORTATION GRANT AGREEMENT (SPTGA) # FM 455963-1-94-01 BETWEEN THE CITY OF OCALA AND THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR DESIGN AND CONSTRUCTION OF FUEL FARM, WASH RACK, AND PARKING CONCRETE PADS TO INCREASE FUNDING IN THE AMOUNT OF $478,285

 

WHEREAS, On May 6, 2025, the City of Ocala executed Resolution 2025-26 authorizing entering into a PTGA with the Florida Department of Transportation for the Design and Construction of Concrete Pads in the amount of $543,320; and

WHEREAS, the FDOT has appropriated supplemental funds through the attached SPTGA, in the amount of $478,285; and

WHEREAS, under this SPTGA, the City’s matching obligation increases by $119,572; and

WHEREAS, the State of Florida Department of Transportation has requested the City of Ocala to execute and deliver to the State of Florida Department of Transportation the Supplemental Public Transportation Grant Agreement for the project, PTGA #455963-1-94-01

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows: that the City Council President is hereby authorized to make, execute, and deliver to the State of Florida Department of Transportation the Supplemental Public Transportation Grant Agreement # FM455963-1-94-01.
