BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Bacon residence at 2005 NW First Street revealed a need to replace the HVAC system, kitchen cabinets, and exterior doors; repair plumbing throughout the home; upgrade the electrical system; renovate the hall bathroom; make interior repairs; and paint the interior.
FINDINGS AND CONCLUSIONS:
Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On February 3, 2026, the City issued an Invitation to Bid (ITB) No.: CDS/260433 for the rehabilitation of the Bacon residence. The bid closed on February 25, 2026, with seven bidders responding. ResiPro, LLC of Atlanta, Georgia, was found to be the lowest responsible bidder with a bid of $52,319. However, the contractor indicated they no longer could honor the commitment due to internal staffing changes. The City’s Procurement Department reached out to the next responsive bidder, Stejack, LLC of Altamonte Springs. Stejack agrees to accept the job at their original bid price of $52,438.80. Staff recommends approval.
