BACKGROUND:
The City of Ocala (City) currently has more than 500 force main air release valves as a part of the City’s sewer system which must be tested and maintained on an annual basis.
Maintenance and replacement of air release valves ensures the proper functioning and upkeep of vital components of the sewer system. Properly functioning valves are essential for the efficient and reliable operation of the City’s wastewater infrastructure. The maintenance services will include the regular inspections, cleaning, repair, and replacement as necessary to prevent blockages, mitigate odors, and maintain optimal performance.
FINDINGS AND CONCLUSIONS:
After a competitive solicitation process, the City of Jacksonville awarded Contract No. JEA11114 (the “Jacksonville Agreement”) to R&M Service Solutions, LLC (“R&M”) for the provision of air release valve removal, replacement and inspection services. The Jacksonville Agreement is for a term of five (5) years from August 1, 2022 through July 31, 2027, and offers two (2) additional one-year renewal terms.
After evaluation of the Jacksonville Agreement and the underlying solicitation, the Procurement and Contracting Department granted the Water Resource Department’s request for a procurement exception to piggyback the Jacksonville Agreement to meet the City’s air release valve servicing needs. R&M has agreed to extend to the City of Ocala the same highly competitive pricing, which maximizes best value to the City.
Staff recommends approval.
FISCAL IMPACT:
Funding for this agreement has been budgeted for Fiscal Year 2024 under account string 455-030-300-535-53-46010.
Funds will be budgeted for future fiscal years throughout the remaining term of this agreement.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
