BACKGROUND:
Sec. 420.9076(4) of the Florida Statutes describes the process for developing the Affordable Housing Advisory Committee (AHAC) Report. The key role of the advisory committee is to prepare the AHAC Report and evaluate its implementation. The AHAC Report identifies incentive strategies and recommendations for adoption by the local government. The recommendations should seek to remove regulatory barriers that limit the development or preservation of affordable housing or drive-up housing costs.
To fulfill this task, the advisory committee should review the local government’s existing policies, procedures, ordinances, land development regulations, and the comprehensive plan as they relate to furthering the development and preservation of affordable housing units. The committee recommends specific actions or initiatives to encourage affordable housing while protecting the ability of the property to appreciate.
The advisory committee must approve the final AHAC Report by majority vote and submit it to the local government and the Florida Housing Finance Corporation. Upon receipt of the AHAC Report, the local government has 90 days to amend its local housing assistance plan to incorporate the adopted incentive strategies it plans to implement.
FINDINGS AND CONCLUSIONS:
On November 29, 2023, the City's Affordable Housing Advisory Committee members held a public meeting to discuss and recommend housing incentive strategies which were presented to City Council on December 19, 2023.
FISCAL IMPACT:
Acceptance of this committee report by Council and the Florida Housing Finance Corporation will keep the City in compliance to receive annual State Housing Initiatives Partnership (SHIP) funding in 2024.
