BACKGROUND:

 

The City of Ocala (City) currently operates stormwater management facilities and programs within the incorporated City limits. To address flood protection for its residents, the City seeks to identify and address critical issues through the creation and implementation of a Stormwater Master Plan (SWMP). The SWMP will address these needs by identifying limits of flooding during the various design storm events based on the most up-to-date development information and topographic data.

 

The SWMP will be based on an existing conditions stormwater model and associated data developed as part of the Vulnerability Assessment (VA) which is currently in progress as a separate project performed under Kimley-Horn and Associates, Inc. (Kimley-Horn) Task Work Order (TWO) No.37 and partially funded by Florida Department of Environmental Protection (FDEP) grant agreement 24PLN40.  The SWMP will use the model developed in the VA to analyze the flood impacts to a higher level of detail within the City.  The SWMP will also make recommendations for implementation of projects to address and mitigate the flood risk to critical infrastructure identified in the VA.

 

In June 2024, Kimley- Horn applied on the City’s behalf for grant 25PL17 to help fund the proposed cost of $462,170.11 for the development of the SWMP from the VA, as shown in TWO No.51 from Kimley-Horn and Associates.

 

Services are being provided in accordance with the City’s Agreement for Continuing Professional Engineering Services (Contract No. ENG/210895) which was approved by City Council on September 20, 2022.

 

FINDINGS AND CONCLUSIONS:

As the VA is still in progress by Kimley-Horn, and the SWMP is developed from the VA, the Engineering Department requests approval of Task Work Order No. 51 to allow Kimley-Horn to provide the engineering services necessary for the creation and implementation of the SWMP for City at a lump sum cost of $462,170.11.  Staff recommends approval.

 

FISCAL IMPACT:

This project has a total cost of $462,170.11, and funds are available in Fiscal Year 2025.  $300,000 is funded by the FDEP grant 25PL17 in account 158-050-396-538-53-31010, and the remaining balance of $162,170.11 is funded by Stormwater Utility Funds in account 158-020-396-538-53-31010.

 

PROCUREMENT REVIEW:

These services were procured, and Task Work Order reviewed, in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

The Master Service Agreement governing this Task Work Order was reviewed and approved for form and legality by former City Attorney, Robert W. Batsel, Jr
