BACKGROUND:
On December 15, 2022, the City issued its Invitation to Bid (“ITB”) No. REC/230068 for Recreation & Parks grounds maintenance services. On January 25, 2023, bids were received from three (3) vendors. The bid from SLC Ocala, LLC was rejected as non-responsive due to failure to meet the licensing requirements as set forth in the solicitation. Bid results for the remaining responsive bidders are summarized below:

FINDINGS AND CONCLUSIONS:
• Southern Lawn Care Mid Florida, Inc. meets all solicitation requirements for the provision of Recreation and Parks grounds maintenance services. After a review of references and all other bid criteria, staff recommends awarding the contract to Southern Lawn Care Mid Florida, Inc.
• The term of the agreement is for three years, with two optional one-year renewals upon mutual written consent of both parties.
• The annual contract amount for Recreation & Parks grounds maintenance services is $217,948.98, which yields an aggregate total of $653,846.94 over the three-year contract term.
FISCAL IMPACT:
The contract for Recreation and Parks grounds maintenance services will have an annual fiscal impact of $217,948.98. Recreation and Parks grounds maintenance services are budgeted in the Recreation and Parks Department Budget (001-021-120-572-57-34010). Adequate funds are budgeted to cover the cost of these services.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
