body

BACKGROUND:

Historically, the Recreation and Parks Department (Department) has used independent contractors to officiate athletic programs (typically softball and basketball). These individuals are considered 1099 contractors and fill a gap that City staff cannot fill because of their unique training and certifications as sports officials.

The Department has no written contract with individual sports officials. The department uses a Munis contract for Umpire Referee Services to track annual operating expenditures.

The Department maintains a pool of officials who are background screened per Florida Statutes and scheduled as needed.

FINDINGS AND CONCLUSIONS:

The Department recovers costs for athletic officials through program participant fees.

Certified athletic officials ensure sports programs are led by individuals with the proper credentials to officiate games.

Staff recommends approval.

FISCAL IMPACT:

The Recreation and Parks Department Fiscal Year 2026-27 budget includes $65,000 for referee and umpire services (001-021-131-579-57-34010).

PROCUREMENT REVIEW:

Services for facilitators relating to legitimate City purposes and programs are exempt from competitive procurement requirements under Procurement Policy PRO-070.

LEGAL REVIEW:

These independent contractors are required to execute the necessary Acknowledgment and Agreement in Exchange for Waiver of Insurance Requirements (“Acknowledgment”) prior to rendering services. The City Attorney reviewed and approved the Acknowledgment for form and legality, and the City's Risk Manager approved the waiver of insurance requirements.
