BACKGROUND:
Janitorial services are needed to perform daily and weekly cleaning tasks for various areas at the Ocala International Airport to ensure cleanliness and hygiene. On February 6, 2024, the City initiated a Request for Quote (RFQ) No.: AIR/240384 for janitorial services for the Ocala International Airport. Fifteen (5) firms responded and Milclean USA (“Milclean”) was found to be the lowest responsive and responsible bidder:

FINDINGS AND CONCLUSIONS:
On March 19, 2024, City Council approved a two-year contract award to Milclean for the provision of janitorial services for the Ocala International Airport in an amount not to exceed $54,622. Milclean began providing services on April 1, 2024. After several weeks of exhibiting performance which fell below acceptable standards, the contract with Milclean was terminated on May 7, 2024.
City staff contacted the second lowest responsible bidder, Serviamigos Solutions, LLC, (“Serviamigos”), who agreed to assume the balance of the contract term, through March 31, 2026, and to honor the pricing submitted with its original proposal. Serviamigos currently holds other janitorial contracts with the City of Ocala and staff deems them to be capable of providing the services needed to maintain the janitorial needs of the Ocala International Airport.
Contracting with Serviamigos will result in an aggregate price increase of $21,194 over the course of the two-year contract term. Airport staff requested that the re-award of Contract No. AIR/240384 be made to Serviamigos on an emergency basis so as not to cause a disruption of essential operation and to keep high-traffic Airport common areas clean and sanitized. In accordance with Procurement Policy No. PRO-060, the emergency re-award was approved by the Contracting Officer and the City Manager and is now being calendared as an informational item.
