BACKGROUND:
• Applicant: Michael W. Radcliffe Engineering, Inc.
• Property Owners: Country Green, LLP
• Agent: Don Carll
• The applicant is proposing a mixed-use Planned Development consisting of 670 multifamily units, 15 townhouses, and 137,000 square feet of commercial space.
• The property has a Medium Intensity / Special District future land use designation which allows a maximum of 30 dwelling units per acre. The proposed conceptual site development plan permits approximately 17 dwelling units per acre.
• The ordinance is subject to the approval of PD standards.
• On February 12, 2018, the Planning and Zoning Commission recommended approval by a vote of 3 to 1. The ordinance/resolution were delayed until issues related to the right of way (ROW) for SW 44th Avenue were resolved.
FINDINGS AND CONCLUSIONS:
The requested zoning designation of PD, Planned Development, and the conceptual site development plan with associated PD standards are consistent with the Medium Intensity / Special District future land use designation and the Comprehensive Plan. Staff recommends approval of the zoning designation, conceptual site development plan and associated PD standards.

A RESOLUTION APPROVING A PLANNED DEVELOPMENT (PD) CONCEPTUAL SITE DEVELOPMENT PLAN/ DEVELOPMENT STANDARDS (WINTERGREEN PD) FOR CERTAIN PROPERTY LOCATED IN THE 4400 BLOCK OF SW 20TH STREET IN THE CITY OF OCALA, MARION COUNTY, FLORIDA.
WHEREAS, in 2002 the Wintergreen property was annexed into the City of Ocala;
WHEREAS, in 2013 the Wintergreen property was given a Medium Intensity/Special District Land Use Classification as part of the 2035 Vision-Based Comprehensive Plan Amendments;
WHEREAS, the applicant (Radcliffe Engineering) submitted a rezoning application (Case PUD17-0003) from Office Park and Pending to PD, Planned Development, for approximately 40.38 acres of property located in the 4400 block of SW 20th Street;
WHEREAS, the applicant (Radcliffe Engineering) submitted a PD Conceptual Site Development Plan and PD Standards consistent with the City's PD requirements pursuant to Sections 122-940 through 122-947 (Code of Ordinances); and
WHEREAS, on February 12, 2018 the Planning and Zoning Commission recommended approval of the applicant's request for a PD rezoning and the PD Conceptual Site Development Plan by a 3 to 1 vote.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session, as follows:
1. The City of Ocala does hereby approve the Wintergreen PD Conceptual Site Development Plan (Exhibit "A").
2. The City of Ocala does hereby approve the Wintergreen Planned Development Standards (Exhibit
"B").
3. The effective date for this resolution will be the effective date of Ordinance #____
