BACKGROUND:

The Public Works Stormwater Division is requesting approval of Contract# PWD/230270 with Clarke Environmental Mosquito Management, Inc. (Clarke Environmental) to provide mosquito control services in the City of Ocala. 

 

This service is utilized on an as-needed basis to help control mosquito populations and minimize the potential threat of mosquito-borne diseases.  Our mosquito control program consists of larvicide treatment to inhibit breeding populations and adulticide spraying to combat adult mosquito populations.  Larvicide treatments are a preventive measure intended to reduce mosquito populations.  Adulticide spraying is conducted after mosquito traps or landing count tests confirm the presence of mosquitos. Trapped mosquitos are tested for gender and the results are sent to the Florida Department of Agricultural and Consumer Services (FDACS), the agency charged with oversight of mosquito control programs in the State of Florida.  FDACS tests the mosquitos for vectors and publishes the data used by the Department of Health to alert the public of potential vector outbreaks.

 

FINDINGS AND CONCLUSIONS:

On February 28, 2023, the City of Ocala issued Invitation to Bid (ITB) No.: PWD/230270 for the provision of mosquito control spray services. Clarke Environmental Mosquito Management, Inc. was the sole responsive bidder, as follows:

Clarke Environmental is the current provider of mosquito control services to the City of Ocala and has done an excellent job providing this service.  Public Works does not have the equipment or staffing to provide this service with in-house resources.  Staff recommends approval of a three-year contract award to Clarke Environmental Mosquito Management, Inc. for mosquito control services, with two optional one-year renewals.

 

FISCAL IMPACT:

Funding for this contract is budgeted in 158-023-430-538-53-34010 for FY22-23 in the amount of $30,000.  Funding for FY23-24 and FY24-25 will be budgeted in the amount of $80,000.  Funding for FY25-26 will be budgeted in the amount of $50,000. 

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
