OCALA’S RELEVANT STRATEGIC GOALS:
Operational Excellence, Quality of Place

PROOF OF PUBLICATION:
Bid released to public: 3/20/2025

body
BACKGROUND:
The City of Ocala operates two swimming pools, Jervey Gantt Aquatic Center (180,000 gallons) and Hampton Aquatic Center (160,000 gallons), and one splash pad, Lily’s Splash Pad (6,000 gallons), that require chemical treatment to meet Florida Department of Health standards for water quality and safety. The Recreation & Parks Department employs certified pool operators to manage the operation and maintenance of these facilities.
To support these efforts, Aquasol Commercial Chemical, Inc., d/b/a Poolsure, will supply and deliver bulk pool water treatment chemicals, lease chemical pumping equipment, and provide preventive maintenance for the two pools and one splash pad under the proposed three-year contract.
FINDINGS AND CONCLUSIONS:
Recirculated water in the City's public pools and Lily’s Splash Pad must be treated to comply with sanitation and safety standards outlined in Chapter 64E-9, Florida Administrative Code.
On March 20, 2025, the City issued Invitation to Bid (ITB) No. REC/250514 for the supply and delivery of bulk pool chemicals and related equipment. Bids were received from two (2) vendors. Aquasol Commercial Chemical, Inc., d/b/a Poolsure, with a regional office in Orlando, Florida, submitted the lowest responsive and responsible bid, covering all required line items. The second bidder, Commercial Energy Specialists, was unable to supply bulk chemicals or bulk liquid tanks, resulting in five no-bid line items.
Staff evaluated Poolsure’s references, bid compliance, and qualifications, confirming their ability to meet contract requirements reliably.

* Commercial Energy Specialists bid pricing is lower due to their inability to supply bulk chemicals.
The awarded contract will offer an initial term of three years with the option for up to two additional one-year renewals. Staff recommends approval.
FISCAL IMPACT:
The three-year contract with Poolsure has a total estimated cost of $108,485.40, comprising $97,655.40 for pool chemicals, $13,680.00 for equipment lease, and $3,150.00 for preventive maintenance. The contract amount is rounded up to a maximum of $120,000, ensuring flexibility to address any unforeseen chemical needs or equipment repairs, thereby maintaining safe and reliable pool operations. These expenses are funded through the Recreation & Parks Department’s operating budget for FY 2025-2027 (001-021-123-575-57-46010), with no additional appropriations required.
