BACKGROUND:

The City maintains a fleet of approximately 1,900 vehicles, including passenger cars, light-duty trucks, and Class 8 heavy-duty vehicles. While the Fleet Management Department performs routine maintenance and repairs, specialized automotive body repair services are required for vehicles that sustain significant collision or body damage.

On September 9, 2022, the City entered into an agreement with Michael Lessard, Inc., doing business as Perfection Collision Carstar Inc., to provide automotive body repair services on an as-needed basis. The agreement included an initial three-year term, expiring on September 6, 2025, and is administered under Munis Contract No. FLT/220387.

On September 3, 2025, City Council approved the first one-year renewal with Perfection Collision Carstar Inc., effective September 7, 2025, through September 6, 2026, with an amount not to exceed $150,000.

 

FINDINGS AND CONCLUSIONS:

On July 28, 2026, Perfection Collision Carstar, Inc. agreed to utilize the final one-year renewal with the City, maintaining the original contract terms, conditions, and pricing.  The renewal will run from September 7, 2026, to September 6, 2027.  Staff recommends approval.

 

FISCAL IMPACT:

Anticipated funding of $10,000 is available in the Fiscal Year 2025-26 budget account 001-025-523-519-51-46010 - Repair & Maintenance; the remaining $140,000 is budgeted in the Fiscal Year 2026-27.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy. 

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
