BACKGROUND:
On May 18, 2021 City Council approved a grant from FDOT to fund the re-painting of Runway 18/36 at the Ocala Airport.
On July 16, 2021 City Council approved a grant from the Federal Aviation Administration (FAA) for fog sealing pavement and joints at the Ocala Airport.
On October 5, 2021 City Council approved the first amendment to the grant that facilitated additional paint for a total project cost at that time of $211,150.
The FDOT is now participating in the fog sealing of the runway, which was originally funded in full by the Federal Aviation Administration (FAA). Due to material shortages and scheduling issues the cost of the fog sealing has escalated, and the FAA grant does not cover those increases. This second amendment covers those additional costs ($80,400, of which FDOT is providing $64,320).
FINDINGS AND CONCLUSIONS:
• Repainting of airfield markings is a periodic maintenance item at the Ocala International Airport.
• The City is utilizing the FDOT Airport Runway and Taxiway Airfield Marking Contract # BEA97 awarded to Florida Airfield Maintenance, JV. All quantity prices are established against the statewide bid.
• The Airport Advisory Board reviewed the project at its June 2020 meeting and had no objections moving forward.
• Paint work will be conducted at night starting April 18th, 2022. Fog sealing of the runway will be conducted at the conclusion of the painting phase.

BUDGET RESOLUTION 2022-146
A RESOLUTION AMENDING THE FISCAL YEAR 2021-2022 BUDGET TO APPROPRIATE SUPPLEMENTAL FUNDING FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE FOGSEAL/SURFACE TREATMENT AT OCALA INTERNATIONAL AIRPORT (FM 449123-1-94-1) IN THE AMOUNT OF $64,320
WHEREAS, the City of Ocala desires to repaint runway 18/36 to meet FAA maintenance requirements; and
WHEREAS, on May 18, 2021 the City of Ocala executed Resolution 2021-24, authorizing entering a PTGA with the Florida Department of Transportation for Airfield Pavement Markings in the amount of $151,200; and
WHEREAS, on July 16, 2021 the City of Ocala executed Resolution 2021-34, authorizating a grant with the Federal Aviation Administration for fog sealing pavement and joints at the Ocala Airport in the amount of $298,971; and
WHEREAS, on October 5, 2021 the City of Ocala executed Resolution 2022-1, authorizing a grant amendment with the Florida Department of Transportation for Airfield Pavement Markings in the amount of $17,720; and
WHEREAS, the FDOT has appropriated supplemental funds through the attached amendment No 2, in the amount of $64,320; and
WHEREAS, under this amendment the City’s matching obligation of $16,080 is available in 451-027-767-542-69-65010.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session that the Fiscal Year 2021-2022 budget be amended to accept and appropriate funding as outlined below:
