BACKGROUND:
The City maintains a network of steel mast arms that support traffic signals and signage at major intersections. Routine inspections identified several locations where the existing paint coating has deteriorated, resulting in visible corrosion and reduced protective performance. To extend the service life of these structures and maintain compliance with state maintenance standards, staff recommends repainting the affected mast arms. The project will include surface preparation, priming, and application of a high-durability coating system.
FINDINGS AND CONCLUSIONS:
The Public Works Department was granted procurement exception to piggyback the City of Sarasota’s contract for traffic signal and street light painting services awarded to Brett M. Muscat, D/B/A Muscat Painting & Decorating through March 21, 2026. On February 16, 2026, the City Manager’s Office formally approved the contract with an initial value of $45,000 and expenditures under the contract have totaled $45,612.
On March 20, 2026, the City of Sarasota, Florida, renewed its contract with Muscat Painting & Decorating for a one-year term through March 21, 2027. Public Works staff found the work performed by Muscat Painting & Decorating to be of excellent quality and the pricing to be competitive. Public Work now desires to extend the term of the piggyback agreement commensurate with the expiration of the underlying agreement between Sarasota and Muscat Painting & Decorating.
Staff recommends approval of the first amendment to the agreement for the first one-year renewal with Brett M Muscat, D/B/A Muscat Painting & Decorating, from March 22, 2026, through March 21, 2027.
FISCAL IMPACT:
Funding for this contract is budgeted in account 109-023-201-541-54-31010 for $55,000 in Fiscal Year 2025-26. Additionally, $105,000 will be budgeted in account 109-023-201-541-54-31010 for Fiscal Year 2026-27.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
