BACKGROUND:
The purchase of firefighting bunker gear is an annual operating expense for Ocala Fire Rescue (OFR). OFR employees regularly clean and inspect each piece of bunker gear to prolong the useful life of the equipment. The gear, however, endures normal wear and tear and must be replaced before the ten-year maximum life span according to National Fire Protection Association (NFPA) standards. With the anticipation of continuing growth at OFR, the department also has to ensure that there are bunker gear sets on hand at all times for new employees.
FINDINGS AND CONCLUSIONS:
On July 26, 2022, Lake County, Florida, entered into a Contract for Fire Equipment, Supplies, and Services, Contract No. 22-730H (the “Lake County Agreement”) with Municipal Equipment Company, LLC, for the provision of fire equipment, supplies, and services. The Lake County Agreement offered an initial term of one year with two (2) optional one-year renewal terms.
Procurement approved the “piggyback” of the Lake County Agreement after it was determined that the agreement offered a 35% discount and best pricing for the type of bunker gear utilized by OFR. The City’s Piggyback Agreement, Contract No. OFR/220712, was approved by the City Manager’s Office on September 11, 2022, in the amount of $45,000 for a one-year term effective August 1, 2022, through July 31, 2023.
On August 1, 2023, City Council approved the First Amendment to the Piggyback Agreement, which extended the contract term through July 31, 2025, and afforded an expenditure threshold of $90,000. On January 17, 2024, City Council approved an additional $105,924 in expenditure under the contract, bringing the expenditure threshold for the first renewal term to $195,924. To date, $330,161.12 has been expended under Contract No. OFR/220712.
On January 10, 2025, Lake County exercised the final two-year renewal under the underlying contract and the department now desires to execute a corresponding piggyback renewal through July 31, 2027.
OFR anticipates an additional $220,000 in expenditures per year for the purchase of bunker gear for Fiscal Year 2025-26 and Fiscal Year 2026-27.
FISCAL IMPACT:
Adequate funds are budgeted in Fire Rescue account 001-019-019-522-52-52060.

These goods were procured in compliance with the City’s Procurement Policy.
