BACKGROUND: The Ocala City Council will hold two public hearings to consider a Concurrency Development Agreement to be entered into pursuant to Sections 163.3220 through 163.3243, inclusive, Florida Statutes, between the City of Ocala (City) and RM Maricamp, LLC and The Grand Reserve at Pelham, LLC.
The properties are approximately 47.25 acres located south of the intersection of SR 464 and SE 25th Avenue. The RM Maricamp (Parcel # 29509-000-27) is a two-lot proposed subdivision with Office Park (OP) zoning with a maximum height of 60 feet and Community Business (B-2) zoning with a maximum height of 50 feet, approximately 8.02 acres. The Grand Reserve at Pelham is a two-story multi-family project (Parcel # 29509-000-49) with a proposed rezoning from Single-Family Residential (R-1A) to Planned Development (PD), approximately 39.23 acres.
The proposed Concurrency Development Agreement will address donation of right of way to the City and approximately 1120 feet extension of SE 25th Avenue, intersection improvements/funding at SR 464 and SE 25th Avenue, Woodland Villages access improvements, and capacity reservation for the two projects. The improvements are identified in the traffic studies for both developments The extension of SE 25th Avenue includes a traffic circle south of the Woodland Villages exit that is designed to move the traffic coming out of the subdivision and increase the stacking at the intersection.
FINDINGS AND CONCLUSIONS: The proposed Concurrency Development Agreement will be considered on August 16, 2022, on the same agenda as the PD rezoning and the subdivision. Staff recommendation of approval for the rezoning and subdivision is contingent on the adoption of the agreement that includes the traffic circle. The alternative to the traffic circle is a three-way stop between Woodland Villages, the new developments, and the existing bank. The staff does not recommend the three-way stop alternative based on safety concerns and reduced stacking at the intersection. The traffic circle will require the Woodland Villages to donate right of way to the city prior to the traffic circle being constructed by the developers. The Woodland Villages’ donation of the right of way to the city is not part of this agreement.
FISCAL IMPACT: The proposed Woodland Villages access improvements, construction of SE 25th Avenue, and the intersection improvements on the south side of SE 25th Avenue will be funded by the developers. The westbound right turn lane on SR 464 going north on SE 25th Avenue is an existing failure based on non-project trips. The agreement does not obligate the city to make the improvement. Staff recommends that improvement be addressed as a future capital improvement project.
