BACKGROUND:
To ensure full compliance with the upcoming legislation outlined in House Bill 803, the funds will support the establishment of a service contract to conduct a comprehensive fee study for the Growth Management Department. This initiative marks a significant milestone, as it will be the first fee study ever performed for the City of Ocala Growth Management Department, providing a foundation for improved transparency, accountability, and operational insight.
FINDINGS AND CONCLUSIONS:
Funds are needed for the City of Ocala Building Division to enter into a $91,546 contract with JRD & Associates to conduct a comprehensive fee study of existing Growth Management Department fees. The Building Division can allocate $42,558 ($38,958 plus $3,600 for travel expenses) from the Building Reserve Fund Balance to cover phase one Building Division Services. The remaining phase of the contract will be paid out of general funds for professional services allocated to the Planning Division.
Staff recommends approval.

A RESOLUTION TO AMEND THE FISCAL YEAR 2025-26 BUDGET TO TRANSFER FUNDS FROM THE BUILDING FUND RESERVE FOR FUND BALANCE FOR A FEE STUDY TOTALING $42,558
WHEREAS, the City of Ocala’s building reserves are maintained within the Building Fund Reserve for Fund Balance; and
WHEREAS, a portion of the Building Reserve for Fund Balance, in the amount of $42,558, will be transferred to the Professional Services - Other account for a fee study.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-26 budget be amended as outlined below.
