BACKGROUND:

The City has nine potable water and reuse storage tanks. These storage tanks collect sediment over time and must be cleaned and inspected regularly according to Florida Department of Environmental Protection rules.

 

FINDINGS AND CONCLUSIONS:

 

After a competitive solicitation, the City of Ft. Lauderdale, Florida, awarded Contract No. CAM-24-0019 to In Depth, Inc., for the provision of commercial diving services.  Contract No. CAM-24-0019, was awarded for an initial term beginning March 19, 2024, and ending March 18, 2025, with three optional one-year renewal terms. 

 

In accordance with Chapter 287, Florida Statutes, and the City of Ocala’s contracting and procurement policies and procedures, the City has the legal authority to piggyback the purchase of goods and services as contracted by another governmental entity as a form of inter-governmental cooperative purchasing when seeking to utilize the same or similar services provided for in said contract. On November 21, 2024, the Water Resources Department was granted a procurement exception to piggyback Ft. Lauderdale Contract No. CAM-24-0019 for the provision of commercial diving services through March 18, 2025.  In Depth, Inc., has agreed to extend pricing and services to the City of Ocala under the same terms and conditions as Contract No. CAM-24-0019.

On March 4, 2025, Ft. Lauderdale exercised the first available renewal term under Contract No. CAM-24-0019, through March 18, 2026.  On March 14, 2025, the City and In Depth entered into a First Amendment to its Cooperative Purchasing Agreement for continued utilization of the contract through March 18, 2026, with an anticipated annual expenditure of $50,000.

 

To date, approximately $47,200 of the original $50,000 contract amount has been used to remove accumulated sediments from some storage tanks. Due to high demand for water production, we have been experiencing increased amounts of sedimentation in the tanks. Water Resources anticipates than an additional $100,000 in expenditure authority is necessary for continued removal of accumulated sediments from the remainder of the storage tanks through March 18, 2026. 

 

Staff recommends approval.

 

FISCAL IMPACT:

The Water Resources Department has budgeted sufficient funds in the Fiscal Years 2024-25 and will include additional funds in the upcoming Fiscal Year 2025-26 for tank cleaning and inspection under account string 455-030-303-533-53-46010 / 455-030-303-537-53-46010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
