BACKGROUND:

Sewer cleaning and maintenance are essential for ensuring sewer lines remain functional and minimizing the risk of street flooding, backups, and overflows. These issues can cause significant property damage, environmental contamination, and health hazards. The Water Resources Department currently uses industrial vacuum trucks for hydro excavation, high-pressure water jetting, and cleaning of sewer, catch basin, and stormwater systems. To support the Department’s operational needs, Fleet Management is requesting the purchase of one additional sewer cleaner.

 

FINDINGS AND CONCLUSIONS:

As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of direct purchase contracts negotiated by the Florida Sheriffs Association (FSA).  Purchasing Agreement No. FSA23-EQU21.0 was awarded by the FSA for an initial contract term commencing October 1, 2023, and terminating September 30, 2025.

Cooperative purchasing programs are comprised of member cities, counties, and other public agencies nationwide who aggregate their members’ purchasing power to achieve greater volume discounts. The underlying solicitation for the cooperative purchasing agreement has been evaluated and determined by the City’s Procurement Department to be cost-effective and to afford best value.

Staff recommends purchasing one PipeHunter sewer cleaner truck using competitively solicited Florida Sheriffs Association Purchasing Agreement No. FSA23-EQU21.0 at a cost of $350,490.end

 

FISCAL IMPACT:

Funding for this purchase is encumbered in the Fiscal Year 2023-24 account #455-030-602-533-66-64010 - Water Resources Machinery and Equipment.

 

PROCUREMENT REVIEW:

These goods were procured in compliance with the City’s Procurement Policy.
