BACKGROUND:
This is a two-year contract with the availability of two (2) one-year renewal options for the construction, repairs, and maintenance of City-owned parking lots, trails, and streets identified by the City’s Engineering Department.
The scope for this contract includes, but is not limited to, the removal and replacement of asphalt, concrete sidewalks, curb, asphalt striping, asphalt milling, asphalt reclaiming, and all other facets that are included within the contract for the construction of new parking lots, trails, and the maintenance of existing parking lots, trails, and roads.
Projects will be given purchase orders issued against the contract, not to exceed $1,000,000 over the initial two-year term.
FINDINGS AND CONCLUSIONS:
On December 11, 2025, the City of Ocala issued Invitation to Bid (ITB) No.: CIP/250996 for the provision of construction services related to the Parking Lot Improvement Program (PLIP). Bids were requested and received on a line-item price basis. Three bids were received on February 6, 2026. Sample projects were used, along with submitted unit prices, to determine the lowest bidder.

Marion Rock, LLC was found to be the lowest responsive and responsible bidder. Staff recommends awarding the contract for the Parking Lot Improvement Program to Marion Rock, LLC.
FISCAL IMPACT:
Funding is available for Fiscal Year 2025-26 in account 091-020-270-541-54-46010 in the amount of $400,000. Additional funds will be budgeted for future years throughout the remaining term of this agreement.
PROCUREMENT REVIEW:
These goods and services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
