BACKGROUND:
The Public Works Stormwater Division contracts for street-sweeping services on city-maintained curbed roads and parking lots. The contractor will sweep on a set schedule but may also be called upon to provide services as needed for special events and emergencies. Street sweeping is necessary to keep roads free of unsightly debris that could accumulate and clog the stormwater conveyance system.
On January 12, 2024, Invitation to Bid (ITB) No.: PWD/240267 was released for the provision of two years of street sweeping services. Five bids (based on 12 months of work) were received with the following results:

On April 16, 2024, the City Council approved the award of Contract No.: PWD/240267 to Grandview Landscaping Services, Inc. (Grandview). The quality of service provided by Grandview did not meet the contractual standards established by the City and Grandview’s contract was terminated for cause effective March 4, 2025.
On March 5, 2025, City Council approved a re-award of Contract No.: PWD/240267 to Shosha Services, LLC (Shosha). Shosha also failed to meet contractual standards, and the contract was terminated effective November 18, 2025.
FINDINGS AND CONCLUSIONS:
On February 4, 2026, Public Works sought a procurement exception to piggyback Sourcewell’s cooperative purchasing agreement with Street Sweeping Corp. of America (parent company of USA Services of Florida), Contract No.: 062421. Sourcewell competitively solicited facilities maintenance services (which included street and roadway sweeping) on May 6, 2021. Fifteen (15) vendors responded and Sweep America Intermediate Holdings was awarded an initial contract through August 8, 2025, with a one one-year renewal option (which was eventually approved). The Procurement and Contracting Officer approved the exception request on February 12, 2026.
Currently Marion County is using this vendor for their street sweeping and are satisfied with the quality of work. Sourcewell pricing is slightly less than the USA Services of Florida contract with Marion County ($48.40 versus $49.50 per curb-mile of road.)
Expenditures for sweeping services will be tracked under Munis Contract No.: PWD/260493 for a term commencing April 7, 2026, and ending August 8, 2026.
FISCAL IMPACT:
Funding for this contract has been budgeted in account 158-023-430-538-53-34010 for Fiscal Year 2025-26 in the amount of $190,000. This total includes $159,440 for eight scheduled sweeping cycles and $30,560 for emergency sweeping services.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
