BACKGROUND:
The City of Ocala (City) maintains a city-wide fencing contract to support ongoing operational needs across multiple departments and facilities. These services are necessary for security, safety, code compliance, and general facility maintenance.
On November 7, 2022, the City issued its Invitation to Bid (“ITB”) No. COO/220888 for citywide fence installation and repair services. Bids were requested on a unit price basis and tabulated using estimated quantities based on past usage. Charles White Fence, Inc., was the sole responsive and responsible bidder. City Council approved the award of the agreement to Charles White Fence, Inc., on January 3, 2023, with an estimated aggregate expenditure of $196,451.80. The contract offered an initial two-year term with two optional one-year renewals.
On February 20, 2025, the City and Charles White Fence, Inc., extended the original agreement for the first one-year renewal term available under the original agreement through January 3, 2026. On November 4, 2025, the City Council approved $45,857 in additional expenditure under the agreement to cover the installation of a security fence for Ocala Fiber Network; thereby bringing the total contract value to $242,309.
FINDINGS AND CONCLUSIONS:
On January 05, 2026, Charles White Fence, Inc., agreed to extend the agreement for the final renewal term available under contract COO/220888 under the same terms, conditions, and pricing set forth in the original agreement. This renewal will commence January 4, 2026, and end January 3, 2027. Staff estimates that an allocation of $75,000 is necessary to effectively cover city-wide fencing installations anticipated for this period.
Staff recommends approval.
FISCAL IMPACT:
Expenditures under this contract will be funded through approved departmental budgets as projects are identified.

This Amendment will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
