BACKGROUND:
Water Reclamation Facility (WRF) No. 3 is the wastewater treatment facility located at 3100 SW 67th Avenue. The plant is permitted for an annual average daily flow (AADF) of four million gallons per day (MGD) under Florida Department of Environmental Protection (FDEP) Permit FLA190268-017.
The existing facility is a dual-oxidation ditch, modified activated sludge process with screening, grit removal, aeration, clarification, cloth disk filtration, chemical treatment, and sodium hypochlorite disinfection. With anticipated growth in the service area, the City is evaluating options to expand the facility. The City has tasked McKim & Creed, Inc., with preparing a Conceptual Engineering Report (CER) that includes conceptual layouts and an engineer’s probable construction cost for expanding WRF No. 3 to an AADF of eight MGD.
FINDINGS AND CONCLUSIONS:
The City has tasked McKim & Creed with preparing a Conceptual Engineering Report to support capital improvement planning for expanding WRF No. 3 to an eight MGD AADF facility. The CER will present conceptual site layouts and construction cost opinions for the recommended improvements. In coordination with City staff, the CER will evaluate two alternatives: (1) expanding the facility using the existing treatment processes, and (2) expanding the facility using alternative treatment technologies. The CER’s purpose is to define and support the development of the capital improvement projects required to achieve the targeted eight MGD capacity.
Staff recommends approval of this Task Work Order (TWO) No. 2 with McKim & Creed, Inc.
FISCAL IMPACT:
Funding for this task work order is available in account string 455-020-302-536-53-31010 in the amount of $128,118.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s procurement policy.
LEGAL REVIEW:
The Master Service Agreement governing this Task Work Order was reviewed and approved for form and legality by City Attorney, William E. Sexton.
