BACKGROUND:
At the end of Fiscal Year 2024-25, the City’s Community Paramedic Program with Avent Health had funds remaining at the City’s fiscal year-end. Ocala Fire Rescue has requested re-appropriation of unused grant funds for the Community Paramedic Program. Additionally, two other grants require amendments to appropriately document revenue received in advance of the grant expenditures being incurred.
FINDINGS AND CONCLUSIONS:
The budget resolution is necessary to bring forward an Ocala Fire Rescue grant not previously appropriated, as well as to appropriately document revenue received in advance of grant expenditures on two other grants.
FISCAL IMPACT:
$235,035 is available and requested for re-appropriation from Fiscal Year 2024-25 to Fiscal Year 2025-26 to complete grant-funded projects that were budgeted in the prior fiscal year.

BUDGET RESOLUTION 2026-147
A RESOLUTION TO AMEND FISCAL YEAR 2025-26 FOR THE CARRY FORWARD OF PRIOR FISCAL YEAR GRANT FUNDS TOTALING $235,035
WHEREAS, approved grant funds not fully expended by September 30, 2025, need to be carried forward to Fiscal Year 2025-26; and
WHEREAS, the granting agency established a grant period different from or longer than the City’s fiscal year, and/or where the grant authorized expenditures of committed funds in a subsequent fiscal year; and
WHEREAS, the Finance Department has determined that as of September 30, 2025, the funds listed below represent the unexpended portion of grant funds to be carried forward; and
WHEREAS, funds have been identified that should be reappropriated to recognize that revenue was received in advance of grant expenses being incurred; and
WHEREAS, the Finance Department certifies that there are sufficient funds remaining in the grant to satisfy expenditures by category requested below.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-26 budget be amended to appropriate grant carry forwards from the fiscal year ended September 30, 2025, as outlined below.
