BACKGROUND:
FususOne is a map-based interface that combines private and public video streams into a single feed, enabling greater situational awareness and a common operating picture for law enforcement agencies. FususOne combines video streams from field and mobile sources seamlessly into a single platform, thereby creating a unified public safety system that combines video with other data utilities like floor plans and camera registry maps.
The Ocala Police Department (OPD) has a need for a real-time crime center platform to support the efficient gathering of intelligence and to provide first-responders with the tools to effectively monitor and rapidly respond to evolving situations. OPD staff members visited four agencies to observe the FususOne software in real time. Overall, FususOne offers a comprehensive set of tools that will help OPD operate more effectively and efficiently. By optimizing information sources, it will serve as a valuable tool for keeping our community safe and secure.
FINDINGS AND CONCLUSIONS:
FususOne is the sole provider, and Pileum Corporation the sole distributor, of the devices and software that will meet the needs of OPD without the replacement of video cameras, recorders, servers, or other network equipment at video sharing locations and City buildings.
Pursuant to the City’s Procurement Policy and Florida law, goods or services valued at $50,000 or more are required to be solicited and procured via receipt of competitive sealed bids, proposals or replies unless otherwise exempted by policy or law. In strict compliance with section 287.057(3)(c), Florida Statutes, and Procurement Policy No. PRO-070, a sole source procurement may occur only where there is an absence of competition for technical reasons and goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
On April 11, 2023, OPD submitted a Request for Sole Source Procurement of FususOne software and equipment documenting the purpose of the purchase and providing justification for the sole source request. On April 19, 2023, the Procurement Department advertised a Sole Source Posting (SSP) for the FususOne software and equipment (SSP-205) for a period of 15 business days as required by section 120.57(3), Florida Statutes. SSP-205 closed on May 10, 2023, yielding no protests from any other vendors who may have offered the same software and equipment.
FISCAL IMPACT:
Total expenditure for the first year of service and related hardware shall not exceed $235,000. Funds totaling $50,000 are available in account 092-018-811-521-52-52060. An accompanying budget resolution is provided on the consent portion of this agenda to transfer the remaining funds, totaling $185,000, from the Police Trust Fund Reserve for Fund Balance. Funds will be transferred to account 610-018-859-521-52-52045.
