BACKGROUND:

The Ocala City Council is required to hold a public hearing before receiving federal funding. The City will hold the hearing on Tuesday, May 6, 2025, to review and receive comments on SunTran’s Fiscal Year 2024 budget (5307 FTA Grant-Capital and Operating Funds). The proposed budget includes Florida Department of Transportation (FDOT) Block Grant funding, toll revenue credits, and local City/County matches.

The total budget is approximately $5,175,717, with $3,938,144 from FTA, $900,193 in toll revenue credits from the State of Florida, $168,690 in FDOT operating funds, and $168,690 in local matches and revenue.  

The proposed budget includes capital and operating dollars to support SunTran. Operating expenses include fuel, utilities, staff salaries, and operating supplies.   The budget consists of rebuilding transmissions/engines for four buses, purchasing one 35-foot diesel bus, software/hardware maintenance updates, new shop equipment, security upgrades, Americans with Disabilities Act (ADA) transportation funding, planning studies, and shelter design funding.

 

FINDINGS AND CONCLUSIONS:

Annually, FTA Section 5307 funds are allocated to communities to operate fixed-route public transit systems. The City of Ocala is the SunTran policy board and oversees RATP DEV, which manages SunTran. In accordance with 49 U.S.C. 5307(b)(1) through (7), the City is seeking public input on the proposed budget before submitting for FTA Section 5307 funds to the Federal Transit Administration.

 

FISCAL IMPACT: 

The FTA 5307 grant ($3,938,144) is awarded to the City to operate SunTran.  The 5307 funds will be received in account 494-331-000-000-09-33426 and expended via multiple accounts in 494-050-450-544 and 494-050-451-544.  The FDOT Block Grant of $796,934 will be accepted in account 494-334-000-000-09-33424, expended in account 494-050-451-544, and used to support operating expenses of the SunTran system.
