BACKGROUND:  Annually, the Federal Transit Administration (FTA) provides the City of Ocala Section 5307 Urban Area Formula Grants to support SunTran.  On August 14, 2023, the FTA awarded the City of Ocala a $1,891,824 5307 grant.  The capital funding will be used for: rebuilding two turtle top engines and transmissions to extend the life of the vehicles two years; adding security lighting to the SunTran Administration/Maintenance facility and parking lot; paying for ADA paratransit services; maintaining the Intelligent Transportation System, Avail, on the buses; maintaining the 800 MHz radio system; and paying the Capital Cost of Contracting for the RATP Dev contract.  The operating expenses support the day-to-day operation of SunTran.

 

FINDINGS AND CONCLUSIONS:  The City previously appropriated the City and County matches for this grant along with Florida Department of Transportation (FDOT) block grant funding via Budget Resolution 2023-128 on March 7, 2023.  The local matches and State block grant funding provide the necessary matches for the operating expenses.  The revenue generated through bus fares, passes and advertising is used to help offset the operating expenses.  The FDOT has provided Transportation Development Credits in the amount of $197,471 as the 20 percent capital match. 

 

FISCAL IMPACT: The 5307 FTA funds will be received in revenue account 494-331-000-000-09-33426 and be expended in 494-050-451-544* (operating) and 494-050-450-544* (capital).

BUDGET RESOLUTION 2023-164

 

A RESOLUTION AMENDING THE FISCAL YEAR 2022-2023 BUDGET TO ACCEPT AND APPROPRIATE FUNDING FROM THE FEDERAL TRANSIT ADMINISTRATION IN THE AMOUNT OF $1,891,824 and $188,000 in program income to support the Ocala Marion County public transit system, SunTran, for a total amount of $2,079,824

 

WHEREAS, the Federal Transit Administration has awarded the City of Ocala Section 5307 Urban Area Formula Grant funds in the amount of $1,891,824; and

 

WHEREAS, the State of Florida is providing $197,471 in Toll Revenue Credits as the 20% match to the capital portion of the FTA grant and $549,939 toward the operating match through the Public Transportation Grant Agreement (PTGA) G2H37; and

 

WHEREAS, the City of Ocala and Marion County’s local matches to this grant were appropriated along with State Block Grant Funding (PTGA G2H37) on March 7, 2023, via Budget Resolution 2023-128; and

 

WHEREAS, local program income is derived from bus fares, bus passes, and bus advertising; and

 

WHEREAS, the funding will be used for operating and capital expenses in support of SunTran.

 

NOW, THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2022-2023 budget be amended as outlined below to appropriate funding as follows:
