BACKGROUND:
The City of Ocala’s Code Enforcement Division needs mowing and lot clearing services to remedy code violations as ordered by the Special Magistrate and/or Code Enforcement Board. Contracting with two vendors will allow the abatement of these violations to be addressed more promptly and efficiently.
FINDINGS AND CONCLUSIONS:
On January 22, 2025, the City issued Invitation to Bid (ITB) No. GRM/250349 for mowing and lot clearing services with the intent to award to two (2) contractors. Awarding the contract to two vendors would allow the City to streamline its processes by assigning jobs based on availability to enhance responsiveness and efficiency.
ITB No. GRM/250349 closed on February 6, 2025, with eleven (11) vendors placing bids. Bids received from Last Kings Preservation and All Services @ TesGroup Company, LLC, were rejected as non-responsive due to failure to meet insurance requirements. Sage Services, Inc. withdrew its bid and InShape Maintenance, Inc. was rejected as non-responsible due to failure to meet insurance requirements and provide verifiable references.
Native Tree of Central Florida, Inc., and Pure Cuts Lawn and Maintenance, LLC, were found to be the lowest responsive and responsible bidders with bids of $201,050 and $215,800, respectively. If approved, the initial contract term for each provider will be for two years commencing on April 2, 2025, and may be renewed for up to two (2) additional one (1) year periods by written consent between the City and the contractor.
Staff requests approval of the award of GRM/250349 for mowing and lot clearing services to Native Tree of Central Florida, Inc., and Pure Cuts Lawn and Maintenance, LLC. Total contract expenditures for the initial term under Contracts No. GRM/250349A and GRM/250349B will not exceed an aggregate value of $400,000.
FISCAL IMPACT:
Funding is budgeted in account #103-016-711-524-52-46020.

These services were procured in compliance with the City’s Procurement Policy.

These Agreements will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
