BACKGROUND:
International HX620 tractors are specialized trucks used to transport large construction equipment like excavators, bulldozers, and loaders. Their low design makes it easier and safer to transport tall machines that might be too high for regular roads. These vehicles are important for city construction projects because they help move heavy equipment quickly and safely between job sites.
FINDINGS AND CONCLUSIONS:
Unit #11-235, currently in service with the Public Works Stormwater Division, is undersized and does not meet the requirements for safely and efficiently transporting the larger equipment needed for ongoing and future projects. These limitations have contributed to operational delays and reduced efficiency. To address this issue, Fleet Management recommends purchasing one 2026 International HX620 Tractor in the amount of $186,516, utilizing the Florida Sheriff’s Association Agreement FSA23-VEH21.
FISCAL IMPACT:
A transfer from the Stormwater Reserve for Contingencies account 158-099-999-538-81-99800 will cover the purchase amount of $186,516. The attached budget resolution allocates funding to the appropriate accounts to facilitate this purchase.

BUDGET RESOLUTION 2025-158
A RESOLUTION AMENDING THE FISCAL YEAR 2024-25 BUDGET TO APPROPRIATE FUNDS FROM THE STORMWATER RESERVE FOR CONTINGENCY ACCOUNT FOR THE PURCHASE OF AN INTERNATIONAL HX620 TRACTOR IN THE AMOUNT OF $186,516
WHEREAS, the Public Works Stormwater Division is in need of an International HX620 tractor; and
WHEREAS, the total cost of this vehicle is $186,516 and will be funded using the Stormwater Reserve for Contingencies account; and
WHEREAS, this purchase will utilize the Florida Sheriff’s Association agreement, FSA23-VEH21 contract pricing.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended to appropriate funds from the Stormwater Reserve for Contingency as outlined below:
