body
BACKGROUND:
SunTran utilizes Remix, a proprietary transit planning and scheduling software platform provided by Via Transportation, Inc., for route planning, service scheduling, mapping, service analysis, and General Transit Feed Specification (GTFS) integration.
The software is an established component of SunTran's transit planning operations and supports ongoing route and service evaluations, schedule development, mapping, and other transit planning activities. Continued use of the platform allows SunTran to maintain its existing data, workflows, and planning processes without transitioning to a new software system.
FINDINGS AND CONCLUSIONS:
Via Transportation Inc. is the developer and provider of the Remix software platform. The requested purchase is for continued access to the proprietary Remix platform and its associated software functionality and services.
The service order is effective October 1, 2026, with a three-year term through September 30, 2029, and three additional one-year renewal options through September 30, 2032.
• Year 1: October 1, 2026 - September 30, 2027: $20,800
• Year 2: October 1, 2027 - September 30, 2028: $21,500
• Year 3: October 1, 2028 - September 30, 2029: $22,200
• Option Year 1: October 1, 2029 - September 30, 2030: $22,900
• Option Year 2: October 1, 2030 - September 30, 2031: $23,600
• Option Year 3: October 1, 2031 - September 30, 2032: $24,300
The total value of the six-year contract, if all renewal options are exercised, is $135,300. The initial three-year amount is $64,500.
The subscription includes unlimited user licenses for City staff, a fully hosted cloud-based platform, and ongoing platform improvements throughout the contract term.
Staff recommends approval.
FISCAL IMPACT:
Funding for the purchase of the Remix software subscription will be provided from the SunTran operating budget. The total purchase amount is $64,500 and will be accounted for in account 494-050-451-544-54-52045.
PROCUREMENT REVIEW:
On September 2, 2026, the Procurement Department approved a policy exception allowing the purchase of Remix from Via Transportation, Inc. The exception is consistent with applicable Federal Transit Administration (FTA) procurement requirements allowing noncompetitive procurement when a product or service is unique, competition is inadequate, and no reasonable alternative exists.
