body
BACKGROUND:
The City of Ocala requires the services of an experienced contractor to provide civil and electrical construction services supporting the Engineering Department’s expansion of the Fisher Park drainage retention area. Relatedly, the City also requires the purchase and installation of two generators and required appurtenances to raise the equipment out of the flood zone for lift stations #9 and #22.
This project shall be partially funded by the Florida Division of Emergency Management Hazard Mitigation Grant program (HMGP), Subaward Grant Agreement No. H0413, Federal Award Identification No. FEMA-DR-4337-FL, received September 30, 2021. The project budget of $910,590.55 will be covered by federal grant funds up to $682,942.91 plus the City’s required 25% match in the amount of $227,647.64.
FINDINGS AND CONCLUSIONS:
On May 11, 2023, the City of Ocala issued Invitation to Bid (ITB) No.: CIP/220752 for the Fisher Park Pond Expansion Project and upgrades to Lift Stations #9 and #22. Three lump sum bids were received in response, as follows:

An additional budget request of $348,313.45 for the federal portion of the project budget was submitted to the Florida Division of Emergency Management on July 18, 2023. The budget request was determined to be cost effective and recommended for approval by the Bureau of Mitigation.
Due to the grant deadline and protracted lead times for the generators, staff requests approval to move forward with award of the contract for the bid amount of $1,217,424 plus a contingency of $41,480 for a total project budget of $1,258,904. The contingency will allow the City Engineer to approve change orders to the contract for any unforeseen conditions encountered during construction.
