BACKGROUND:
The signalization of SW 43rd Court at SW 40th Street consists of improvements that include constructing concrete strain poles, traffic signals, Intelligent Transportation System (ITS) and smart signal technology, pedestrian signals and detectors, and loop assemblies.
FINDINGS AND CONCLUSIONS:
On February 18, 2025, the City of Ocala (City) issued its Invitation to Bid (ITB) No. CIP/250428 for construction services related to the signalization project at SW 43rd Court and SW 40th Street. On March 26, 2025, two bids were received on a unit price basis from Traffic Control Devices, LLC (TCD) and Traffic Control Products of Florida, Inc., as follows:

TCD was found to be the lowest responsible bidder with a total bid of $532,532. TCD has previously completed signal construction projects for the city, and their performance has been very satisfactory.
Staff requests a 10 percent contingency of $53,253 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts during construction. With the contingency, the total project budget will not exceed $585,785. Staff recommends awarding TCD the contract for the construction of the signalization project at SW 43rd Court at SW 40th Street.
FISCAL IMPACT:
Funding for this project is budgeted in account string 109-020-386-541-69-65010 in the amount of $585,785.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
