BACKGROUND:

On November 2, 2021, City Council approved the contract for asphalt crack seal/fog seal of Runway 18/36 with Gee Asphalt Systems, Inc. (“Gee”) for $256,596.  This work was contingent on the completion of other work. However, due to scheduling and contract issues along with weather limitations, completion of that work was not finalized until April 2022.  This pushed the contract with Gee six (6) months further resulting in unit price increases. 

FINDINGS AND CONCLUSIONS:

On May 18, 2021, City Council approved the acceptance of a Public Transportation Grant Agreement (“PGAT”) No. 449123-1-94-01 from the State of Florida Department of Transportation (“FDOT”) to fund the re-painting of airfield markings on Runway 18/36 at the Ocala International Airport for a project cost of $189,000 and grant amount of $151,200.

On July 20, 2021, City Council approved the acceptance of an Airport Improvement Program (“AIP”) Grant Agreement No. 3-12-0055-030-2021 from the Federal Aviation Administration (“FAA”) for fog-sealing pavement and joints at the Ocala Airport. This $298,971 FAA grant included the construction and inspection costs associated with the sealing of Runway 18/36 pavement and joints.

 

On October 5, 2021, City Council approved the first amendment to the FDOT grant that facilitated additional paint for a project cost at that time of $211,150 and grant amount of $168,920.

 

On April 19, 2022, City Council approved the second amendment to the FDOT grant to facilitate Change Order #1 with Gee Asphalt Systems, Inc. for a total project cost of $291,550 and total grant amount of $233,240.

This Change Order #1 for $76,064 results in a revised contract amount of $332,660.  The amended grant from the Florida Department of Transportation covered $64,320 of the change order with the Airport funding the remaining $11,744. 

All work was completed in November 2022.
