BACKGROUND:

The intent of the East Ocala subarea Community Redevelopment Agency (CRA) Historic Building Improvement Grant Program is to support the restoration and renovation of historic buildings within the area. Properties eligible for this program also qualify for other East Ocala Façade Grants.

Eligible buildings for this program include those classified as "Contributing" historic buildings or those eligible to be considered Contributing, built in 1922 or earlier. Contributing buildings are defined as those that have retained much of their historic architectural integrity, preserving the original character and significance of the structure within the community. Below is a summary of the application.

Project Description:

Roof replacement and installation of a new HVAC system.

FINDINGS AND CONCLUSIONS:

The application was reviewed and processed in accordance with the grant program guidelines and evaluation criteria.

                     The house is 5,663.00 sf and was built in 1914.

                     The property does not currently have an HVAC system.

                     The property is in the Tuscawilla Historic District. Certain improvements in the Historic District require an approved Certificate of Appropriateness (COA) from the Ocala Historic Preservation Board (OHPB).

                     On August 4, 2024, OHPB approved a COA (COA24-45756) for replacing the roof. The proposed location of the AC unit components was later approved by staff.

                     The East Ocala Grant Review Committee (GRC) visited the site on October 14,2024, and recommended approval of the grant.

                     The East Ocala CRA Advisory Committee (Advisory Committee) met on October 21, 2024, and recommended approval.

                     The grant will cover 60 percent of the project costs.

Staff recommends approval of the grant, in an amount not to exceed $22,680.00.

 

FISCAL IMPACT:

There is adequate funding for the grants being considered at this meeting. The East Ocala CRA Grant Account - 620-016-559-559-55-82010, has a balance of $549,631.50.   The CRA is expected to make payments totaling $102,838.31 for approved projects scheduled to be completed in Fiscal Year 2024-25.
