BACKGROUND:

Since its inception, Ocala Fiber Network (OFN) has operated using Ocala Electric Utility’s ArcFM software system, which was developed for electric utility operations and offers limited support for telecommunications fiber design. As the fiber optic network continues to grow, OFN requires a more specialized platform designed to meet the evolving needs of a modern telecommunications infrastructure.

To that end, OFN has conducted a thorough evaluation of fiber-specific design software. During a strategic review by Uptown Services, LLC, it was recommended that OFN adopt a standalone Geographic Information Systems (GIS) platform tailored to fiber network design. Uptown specifically recommended CrescentLink, citing its robust capabilities and alignment with OFN’s long-term goals.


Following this recommendation, OFN collaborated with the City’s Information Technology Department to evaluate CrescentLink. A product demonstration was conducted and both teams found CrescentLink to not only meet OFN’s technical requirements, but to also integrate seamlessly with the City’s existing GIS infrastructure.

 

FINDINGS AND CONCLUSIONS:

On October 8, 2025, Procurement and Contracting approved OFN’s request to piggyback the contract awarded to Geograph Technologies, LLC (Geograph) by Chesapeake, Virginia, for CrescentLink software and related services.  The City of Chesapeake competitively solicited these goods and services under its Request for Proposals No. 25-068-6328.  Three vendors responded to the solicitation and on January 27, 2025, a contract was awarded to Geograph Technologies, LLC.  The original contract was awarded for a term of five years from January 8, 2025, through January 28, 2030, with five (5) one-year renewal options available upon mutual written agreement between the parties.

 

Geograph has agreed to extend pricing and services to the City of Ocala under the same terms and conditions as the Chesapeake agreement. The five-year expenditure of $106,200 has been calculated based on the annual subscription rate listed on page 148 of the contract. This pricing is fair and reasonable according to OFN staff. 

 

Staff recommends approval.

 

 

FISCAL IMPACT:

Funds are allocated in account 490-031-286-539-53-52045 - S/Ware-Subscript Based (SBITA).  Expenditures will be tracked under Munis Contract No. OFN/260069.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
