BACKGROUND:
The City recently completed Phase I of the State Road 40 frontage road that will improve access to both aviation and non-aviation development at Ocala International Airport. The project was funded with an 80 percent grant from the Florida Department of Transportation (FDOT) and was completed on schedule and under budget.
Phase II will extend the roadway east to SW 60th Avenue. Before that work can proceed, FDOT Stormwater Pond No. 3 must be relocated. Airport staff requested and received authorization from FDOT District Five to use the remaining grant funds from the completed frontage road project to design and ultimately construct the pond relocation.
This task work order authorizes Infrastructure Consulting & Engineering, PLLC to complete the engineering design and permitting services necessary for the relocation.
FINDINGS AND CONCLUSIONS:
On February 17, 2022, the City issued Request for Proposals (RFP) No. AIR/220118 for the provision of continuing general aviation engineering services. Infrastructure Consulting & Engineering, PLLC, and McFarland Johnson, Inc. were the highest-ranked of the eight firms that responded and were awarded three-year contracts, with the first of three one-year renewals granted in July 2025, and the second in July 2026.
Infrastructure Consulting & Engineering, PLLC has extensive experience providing airport engineering and planning services throughout Florida and is one of the City's continuing aviation engineering consultants.
This Task Work Order (TWO) includes:
Task 1: Preliminary Pond Design
Task 2: Final Design and Permitting
• The scope and fee provided by Infrastructure Consulting & Engineering, PLLC, have been reviewed and approved by the City Engineer.
• The TWO for design-phased services is funded through a Florida Department of Transportation grant and a match by the Airport.
• The Airport Advisory Board supports this project.
• FDOT approved the scope change for PTGA 449858-1-94-01 associated with the North T-Hangar Access Road project.
• The roadway project has been completed, and the construction contract has been closed out.
• Approximately $530,314 remains available within FDOT Grant FM 449858-1-94-01 following completion of the roadway project.
• Staff has had preliminary discussions with FDOT Right of Way and FDOT Drainage Departments, and they welcome the project.
