BACKGROUND:

In celebration of the Pioneer Garden Club’s 100th anniversary as a non-profit organization, the Club commissioned artist Richard Herzog to create a sculptural bench, “Zebra Longwing”. The Club wishes to donate the sculpture to the City of Ocala for permanent display at the Art Park. In partnership with the City of Ocala, the Pioneer Garden Club helped create the Art Park in 2016 by installing and curating one of the public gardens, which it continues to oversee and maintain to this day. The Art Park is a component of Tuscawilla Park and complements existing cultural investments, including Magnolia Art Xchange, Reilly Arts Center, and Discovery Center.

 

In accordance with the City’s Public Art and Donation Policy adopted in 2021, the Pioneer Garden Club is donating $200 annually for 10 years to cover maintenance and repairs of the artwork. The artist will provide a detailed maintenance guide for the sculpture outlining conservation needs.

 

FINDINGS AND CONCLUSIONS:

                     Pioneer Garden Club commissioned the sculptural bench, “Zebra Longwing,” from sculptor Richard Herzog, valued at $7,000, for their 100th anniversary.

                     Pioneer Garden Club wishes to donate the sculpture bench to the City of Ocala for permanent display at Tuscawilla Art Park alongside their garden.

                     “Zebra Longwing” is ADA compliant with the capacity to seat two average adults.

                     “Zebra Longwing” is constructed of painted steel with an epoxy primer and industrial acrylic paint. Professional repainting is required every few years.

                     Staff estimate the annual maintenance with incidental repairs to cost the City a maximum of $200 per year. The Pioneer Garden Club will provide maintenance funds for 10 years

                     “Zebra Longwing” sculptural bench will be added to the City of Ocala’s insurance for liability and repair as part of the City’s Public Art Collection.

                     The City of Ocala has no other sculptures in the permanent collection from this artist.

                     The artist is registered in the Ocala Public Artist Roster.

 

On August 5, 2026, the Ocala Municipal Arts Commission recommended approval to accept this donation.

 

Staff recommends approval.

 

FISCAL IMPACT:

The estimated annual routine maintenance for this sculpture is $200 over 10 years, funded by the Pioneer Garden Club. An associated budget resolution is on this agenda to appropriate funds from the Pioneer Club. The sculpture insurance will fall under the City’s self-insurance program and will be managed accordingly.

TO ACCEPT THE DONATION OF THE PUBLIC ART PIECE, “ZEBRA LONGWING” SCULPTURE BENCH, VALUED AT $7,000 INTO THE CITY’S PUBLIC ART COLLECTION FOR PERMANENT DISPLAY AT TUSCAWILLA ART PARK

 

Whereas, the Pioneer Garden Club of Ocala commissioned sculpture, “Zebra Longwing” by sculptor Richard Herzog, valued at $7,000; and

Whereas, the Pioneer Garden Club wishes to donate the sculpture to the City of Ocala for permanent display at Tuscawilla Art Park; and

Whereas, “Zebra Longwing” is constructed of steel, epoxy, and acrylic paint and requires a fresh coat of paint applied by city staff every few years; and

 Whereas , Pioneer Garden Club provides $200 in annual funding for the future maintenance and repairs for the artwork for ten years; and

Whereas, “Zebra Longwing” will be insured for liability and replacement under the city’s self-insurance policy upon installation; and

Whereas, City Council believes that “Zebra Longwing” will be a positive addition to the city’s public art program which currently includes works in the city collection on display at various city spaces.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled, approves the donation of “Zebra Longwing” by Richard Herzog from Pioneer Garden Club of Ocala into the public art collection for permanent display at Tuscawilla Art Park and under the conditions specified herein.
