BACKGROUND:
After a competitive solicitation process, the City of Plant City, Florida, awarded its Supplier Agreement for Water Meters and Water Meter Parts (the “Plant City Agreement”) to Badger Meter, Inc. d/b/a National Meter & Automation (“Badger”) for the supply of water meter and water meter parts on an as needed basis for a five-year term beginning October 1, 2018, and ending September 30, 2023. The Plant City Agreement offered three additional five-year renewal terms upon agreement by the parties.
In 2019, Water Resources was granted a procurement exception to piggyback the Plant City Agreement for the provision of meters for the City’s transition from the failing Elster-Amco Automatic Meter Reading (“AMR”) System to Badger’s cellular technology. On August 20, 2019, City Council approved the City’s Cooperative Purchasing Agreement for Water Meters and Water Meter Parts (the “Piggyback Agreement”) with Badger for a term of four years, through September 30, 2023. The City’s Piggyback Agreement includes three (3) optional, five-year renewals. The pricing for the water meters and cellular endpoints is held to the original Agreement pricing until July 1, 2024.
FINDINGS AND CONCLUSIONS:
On September 13, 2023, the City of Plant City exercised the first of three renewal terms available under the Plant City Agreement, extending the contract through September 30, 2028. Accordingly, City staff now desires to exercise its first five-year renewal on the Piggyback Agreement for the term October 1, 2023, to September 30, 2028.
This agreement will support future purchases of water meters and water meter parts that will replace the remaining Elster-Amco with Badger water meters, including remote disconnect/reconnect capability, and will also accommodate new developments.
Staff recommends approval.
FISCAL IMPACT:
Funding for this agreement has been budgeted for Fiscal Year 2024 under account string 455-030-300-533-53-52010.
Funds will be budgeted for future Fiscal Years throughout the remaining term of this renewal.
PROCUREMENT REVIEW:
These commodities and services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
The contract renewal will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
