BACKGROUND:

The aircraft parking apron/ramp in front of the General Aviation Terminal spans approximately 140,000 square feet and currently has a Pavement Condition Index (PCI) rating of 52, indicating poor condition. The pavement structure consists of 8.5 inches of asphalt over a 12-inch lime rock base, further supported by a 12-inch clay-stabilized subgrade. The base and the initial layers of asphalt date back to the Airport's original construction in the late 1960s, making them some of the oldest on the premises. In 2008, severe water infiltration through the subgrade caused large pavement sections to dislodge, necessitating the replacement of the top two inches of asphalt. However, the underlying issues were not addressed due to funding limitations at the time.

 

This Florida Department of Transportation (FDOT) grant complements the previously approved Federal Aviation Administration (FAA) grant, further reducing the Airport's financial obligation for the design of the rehabilitation of this ramp area. Initially, the Airport was responsible for $9,653, but with the addition of the FDOT grant, this obligation has been reduced to $1,931.

 

On August 20, 2024, the $86,877 FAA grant was approved and appropriated in account 341-060-768-542-54-31010. The Airport’s share of $1,931 is currently available in account 451-027-768-542-54-31010.

 

Airport consultant Infrastructure, Consulting, and Engineering, PLLC (ICE), will conduct the design. The scope is attached for reference. 

 

FINDINGS AND CONCLUSIONS:

                     ICE is the consultant responsible for conducting the design work, operating under an existing general consulting agreement (AIR/220118) entered into on July 20, 2022.

                     ICE's fee was negotiated through the FAA-required independent fee review process, which was necessary to secure the grant.

                     The Airport Advisory Board has expressed its support for this project.

                     The project aligns with the Airport Master Plan.

                     Staff will coordinate all necessary surveying and testing activities with Sheltair Aviation, the ramp area's leaseholder.

BUDGET RESOLUTION 2024-174

 

A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO appropriate grant funding from the FLORIDA DEPARTMENT OF TRANSPORTATION for the design of terminal apron rehabilitation IN THE amount of $7,722

 

WHEREAS, on August 20, 2024, the City Council adopted a resolution authorizing entering into Grant Agreement #3-12-0055-034-2024 with the Federal Aviation Administration for design of terminal apron rehabilitation; and

 

WHEREAS, on August 20, 2024, the $86,877 FAA grant was approved and appropriated in account 341-060-768-542-54-31010; and

 

WHEREAS, FDOT is providing a grant in the amount of $7,722; and

 

WHEREAS, funding is available in the Airport’s budget to provide the required match of $1,931.

 

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as outlined below to appropriate funding as follows:
